7 Afternoon Tea Spots in Victoria for any Budget
In a town known for being a little slice of Britain in Canada, it’s no surprise that visitors feel called to experience afternoon tea in Victoria. Experiences and prices vary. One of longtime favourites, the James Bay Teahouse has sadly closed. To me it was the quintessential British tea room, complete with sun faded portraits of her Majesty on the wall.
So where else can you get a spot of tea? Here’s 7 spots, starting near the inner harbour and working away from the downtown core.
Scroll to the bottom where I’ve also made of table so you can compare approximate costs.

In or Near Downtown
The Empress
You probably already knew about this one. This is the splurge on this list and some would argue whether it is worth $100+ per person. I would say if it is in your budget, it is worth doing once. If you are coming from the U.S., remember your stronger dollar may work in your favor.
Pendray Inn & Teahouse
This tea house in located in an historic old home turned Inn. The vibe is still upscale but the price comes in much more reasonably than the Empress. Located
Murchies Tea & Coffee
Murchies is a great option in the heart of downtown if you want a more a la carte experience. Order tea and select from baked goods as well as lunch items from their cold case. Shop for teas to bring home with you when you’re done.

Outside of Downtown
Teahouse at Abkhazi Garden
This teahouse is located in Abkhazi Garden, a one acre garden and historic home once belonging to a Prince & Princess. Located just east of downtown, enjoy a serene setting and a range of options from a basic tea (Elevenses) to high tea.
White Heather Tea room
Located in the Oak Bay neighbourhood, east of downtown, this tea room is unfussy and cozy. Choose from a simple tea menu or add on more treats with high tea.
oaks Restaurant
Also in Oak Bay, and formerly known as Blethering Place, this restaurant still serves tea as part of it’s menu option. I remember going to Blethering Place for tea 30+ years ago, so it’s fun to go back. Options range from tea and a scone to full tea. This is the most budget friendly option on the list, aside from going a la carte at Murchies.
Tea at Butchart Gardens
Further north of downtown is world famous Butchart Gardens. The Dining Room is located in the Butchart’s former residence and serves high tea. Note that admission to Butchart Gardens is required so you may want to combine a visit with tea.
Food Sensitivities
Most tea rooms will accommodate food sensitivities with advance notice. Butchart Gardens has specific menus for vegetarians, vegans, gluten free, and dairy sensitivities.
